<History>
During the period of Japanese rule, the departments of National Taiwan University Hospital (NTUH; then referred to as Taipei Imperial University Hospital) each prepared and maintained their own medical records, with outpatient and inpatient medical records being separated. Therefore, one patient could have several sets of medical records.
In view of the disorderly management and storage of medical records, the dean of the college of medicine Dr. Huo-Yao Wei and hospital director Dr. Kao Ta-Cheng began active preparations for the establishment of a medical records department in 1951. In 1954, Duke University Hospital's medical records department director Dr. Bufkin was invited to help NTUH establish a medical records department. The NTUH medical records department, led by Prof. Wan-Hsuan Chiang, was officially founded on July 19, 1954. In 1956, department director Dr. Shi-Qing Huang went to Duke University to study medical records management, and subsequently introduced new medical records management methods and systems for medical records inspection, disease classification, and patient indexing.
NTUH was the first to establish a medical records department in Taiwan and served as an outstanding model for the countries of Southeast Asia. After the department's establishment, NTUH assisted many local hospitals to establish their medical records departments. Thus, the development of medical records management in Taiwan is closely related to NTUH's medical records department.
Since its establishment in 1954, the department has undergone the foundation period, stability period, maturity period, and transformation period. To respond to the approaching era of electronic medical records, the department was renamed as the Medical Information Management Office on June 23, 2006. Today, the office continues to promote the use of electronic medical records. It has experienced major changes in management methods. Human resources have shifted from a labor-intensive model to a specialized one. The office has now entered the "innovation period."
<Principle Activities and Objectives>
The principle activities of the office include the promotion of electronic medical records, diseases classification, the inspection and verification of medical records, the release of medical information, the management of medical record files, the maintenance of medical records confidentiality, and medical records scanning. The office's core objectives are to provide accurate and instant medical information in accordance with confidentiality and safety regulations and to provide related departments with a reference for clinical reports, research, education, and quality control improvement.
<Future Prospectss>
In view of current developments, national policy changes, and the popularization and progress of medical information and network technologies, the office focuses on improving medical treatment via the comprehensive digitalization of electronic medical records. Medical records management has become increasingly complex. In addition to continuing its initial operations and active participation in NTUH educational training, as well as activities outside NTUH, the office also encourages our employees to read international academic journals and share knowledge in the fields of disease classification, electronic medical records, and medical records management. The office promotes exchanges within the industry and between Taiwanese and foreign experts and the integration of the knowledge gained to our work. The office aims to improve overall administrative effectiveness and meet transformational changes through the provision of high-quality medical services, training of outstanding personnel, and establishment of international connections.
