This Rank-and-file Workers Forum is hosted by the Superintendent himself.  Also present in person at the forum are the Vice Superintendents and all first-level executives of the Hospital.  As to the participating common members of the workforce, each unit would submit a name list of the representatives of its own in advance to match the prearranged quota.  Other than those involuntary participants assigned by their unit chiefs, interested workers may also freely enter their names to attend the forum.  This forum would basically be held once in every three months on a fixed time schedule of 3 o’clock to 5 o’clock in the afternoon on a selected date.  Seventh Auditorium on the old campus is where the gathering event takes place.  The routine features of this forum consist of a report of status quo circumstances of the Hospital by the Superintendent, keynote speeches by invited guests, presentation of awards and souvenirs, and a two-way communication time-slot to allow free opinion expression and follow-up discussions.
